It was conferred upon those who made significant contributions to the development of the arts, science, the economy, and administration in the French Saharan region. Knights could be promoted to Officer after 5 years and Officers could be promoted to Commander after 3 years.

The obverse inscription translates to “French Republic,” and the reverse inscription translates to “Saharan Merit.”

The Commander is the only grade with a biface suspension ring.
