This medal is conferred upon members of various Internal Affairs organizations for displaying bravery and courage while maintaining public order or fighting crime.
It was originally a USSR award. The statutes and design were modified when the Russian Federation was created.
The obverse Russian inscription translates to: "For Distinction in the Protection of Public Order."
