The Victoria Volunteer Long and Efficient Service Medal was instituted on January 26, 1881, but did not receive royal sanction until April 21, 1882. The Silver Medal was initially awarded to Officers and men in the Volunteer Forces of the colony of Victoria in recognition of 15 years of service. In 1894, the awards to Officers ceased following the introduction of the Volunteer Officer's Decoration. The Medal was superseded in 1902 by the Commonwealth of Australia Long Service and Good Conduct Medal.
There are 2 versions of the Medal. The first version features an obverse inscription of the motto "AUT PACE AUT BELLO" which translates to, "Both in Peace and in War Victoria. The second version was implemented in 1894 and features the motto, "PRO DEO ET PATRIA" which translates to, "For God and Country."
