Awarded by the Chief of Defence, and established to recognize the individuals who have rendered services after WWII in international Norwegian Operations, this Medal is conferred upon Norwegian military and civilian personnel who have been ordered to render services between 1947 to December 31, 2002 in international operations for a continuation of at least six months.

The conferral of this Medal was later extended to all Norwegian and foreign, military and civilian personnel, who have rendered services to international operations, and whilst doing so acted with great merit.

Between January 1, 2003 and October 31, 2005, Air Force personnel were eligible to receive the Medal if they had participated in a minimum of 7 missions, that is, if they did not meet the 3 month continuous service requirement.

Between January 1, 2003 to March 31, 2011, this Medal was conferred exclusively upon Military Observers and other employees of the Force, who have rendered a minimum of 3 months of service abroad.

Following April 1, 2011, this Medal was conferred upon Military Observers and other employees of the the Force, who have rendered a minimum of 30 days of service abroad.

An individual may only receive this medal once, and cannot be conferred another Norwegian decoration for the same deed.

For additional months of continuous service star shaped clasps are added on the ribbon; a single star for 15 months of service, two stars for 30 months of service, and three stars for 45 months of service.

Once an individual has rendered 60 months of continuous service a clasp, shaped as a laurel branch, in silver, is added to the ribbon.

Following 2009, an additional grade was added which consisted of a clasp shaped as a laurel branch in gold, this class was intended to recognize individuals being recognized for their merit and bravery, but it's use was discontinued in 2011.
