This Order was conferred upon soldiers who were injured in armed conflict during the War of Independence.

It was established on June 9, 1992; however, it was not approved until March 10, 1995.

This Order is named after Eugen Kvaternik who was a Croatian politician during the 19th century. Kvaternik lead a revolt against Austria-Hungary which failed and he was executed.
