This Order was conferred upon high ranking foreign women in recognition of meritorious service rendered to the People's Republic of Bulgaria.
It was especially focused on rewarding foreign women who had fostered international friendships with Bulgaria.
The Order is equal in precedence to the Order of the 9th September 1944.
