This Order was instituted by the Presidium of the National Assembly of Bulgaria, and it was conferred upon Bulgarian and foreign citizens in recognition of gallantry when saving a life, saving state property, or fighting crime.
The Order was also awarded to recipients for demonstrated devotion and service to the socialist ideal.
It was discontinued on April 5, 1991.
This Order was designed by a team lead by Valentin Starchev and Krum Damyanov.
