The Public Health Service Meritorious Service Medal was established by the Assistant Secretary for Health in 1958. The Silver Medal is awarded to Public Health Service officers in recognition of significant achievements that are of a meritorious nature. Service may include a career notable for accomplishments in technical and professional fields, for high quality, or for initiative in leadership. The Medal may also be awarded in recognition of significant achievement in research, program direction and administration, a series of significant contributions, a continuous period of meritorious service, or an exhibition of great courage in a dangerous emergency or work situations.
When the Medal is awarded in recognition of acts of heroism, a bronze "V" emblem device may be worn on the ribbon. Additional, a gold star is authorized for wear on the ribbon to denote subsequent awards of the Medal. A silver star may be worn in lieu of 5 gold stars.
There are 2 versions of the Medal which vary by reverse design. Early versions of the Medal feature the inscription "DEPARTMENT OF HEALTH EDUCATION AND WELFARE" on the reverse, while later versions feature a reverse void of an inscription.
There may be additional versions of the Medal which differ by the obverse design.
