The Outstanding Volunteer Service Medal was instituted by President George W. Bush by Executive Order on January 9, 1993. The Bronze Medal is awarded to military personnel on active or reserve duty in recognition of outstanding volunteer service that goes above and beyond the expectation of normal duties. To be eligible for the award, the service must be sustained over a period of 3 years or more, or for 500 hours, involve direct involvement, and be civilian in nature.
A bronze service star may be worn on the ribbon to denote subsequent awards of the medal. A silver star is worn to denote the award of 5 bronze stars.
