The Cross for Ulua (Cruz por Ulua) was authorized in Mexico by presidential decree on October 29, 1840. It was awarded to the military personnel, under command of General Miguel Barragán, who blocked and laid siege the Spanish port of San Juan de Ulua on September 25, 1823. This port was the last Spanish outpost in Mexico. The Cross was authorized several year after the event.
The Cross features an obverse inscription that can be translates to "To Merit in the Laid Siege of San Juan de Ulúa 1825," and a reverse inscription that can be translates to "Prize to Courage, Victory in Ulúa in 1825."
