The title was retained by the Law of the Russian Federation 2555-1 dated March 20, 1992.

This Title and accompanying medal are conferred upon members of military flying units, military agencies, military schools, and other military organizations and authorities.

The Title is a successor to the "Honoured Military Pilot of the USSR", which was a title of the Soviet Union.

The obverse Russian inscription translates to: "Honoured Military Pilot" and "Russia".
