History

While the military and civilian awards are the same in terms of style and construction, the civilian award is conferred upon civil servants and elected officials in recognition of furthering the development of Russian statehood and for 15 years of service.

It is also conferred upon members of the Russian Armed Forces in recognition of at least 15 years of impeccable service, and to those who have been awarded the Order or Medal for Courage.

The design of this award varies according to the number of years served, with a Roman numeral making a particular distinction for each year.

The military recipients receive the device on the Order of Saint George ribbon, while civilian recipients receive the device on the Order for Merit to the Fatherland ribbon.
