The Order of Samoa was instituted by the Legislative Assembly of Samoa by the Honours and Awards Act on August 25, 1999. The Member may also be known as the IV Class Order of Samoa. It is conferred upon citizens, or foreigners with an Honorary Award, in recognition of meritorious service to the State that is achieved through excellence in any field of endeavour.
Officers are limited to 15 members. Officers are entitled to use the post-nominal letters MS.
The award is accompanied with a certificate and a miniature version of the medal and ribbon.
