History
The Order of Merit was instituted by the Legislative Assembly of Samoa by the Honours and Awards Act on August 25, 1999. It is conferred upon citizens, or foreigners in the form of an Honorary Award, in recognition of outstanding domestic or international meritorious service to the State. It recognizes exceptional contributions in any field of endeavour that benefits the state, with a particular emphasis on the arts, education, literature, science, or religion.
Membership is limited to 15 appointees. Officers are entitled to use the post-nominal letters OM.
The award is accompanied with a certificate and a miniature version of the medal and ribbon.
