The Head of State’s Service Order was instituted by the Legislative Assembly of Samoa by the Honours and Awards Act on August 25, 1999. It is conferred upon citizens, or foreigners by an Honorary Award, for both Community Services and for Public Services.
The Head of State’s Service Order for Community Services is awarded in recognition of valuable contributions made by the recipient to their village, district, or township, or for high achievement in any field of endeavour.
The Head of State’s Service Order for Public Service is awarded in recognition of meritorious or long service to the Government of Samoa.
The award is limited to 20 living members. Recipients are entitled to the post-nominal letters HSSO.
The Member is accompanied with a certificate and a miniature version of the medal and ribbon, and has an associated Head of State’s Service Medal.
