The Order of Manas was established by Presidential Law on April 16, 1996, and is named after the legendary Kyrgyzstan hero, Manas, who united the Kyrgyz people. The Order is also regarded as Kyrgyzstan's highest honour along with the Hero of the Kyrgyz Republic (Znak Ak Shumkar) (see KGZ100) and is conferred in 3 Classes to citizens, institutions, and communities. Outstanding contributions to the strengthening and protection of the state and democratic society, a unity of the people, or to Kyrgyzstan's economic, spiritual, and intellectual potential are eligible for the award of the Order. A notable award of the Order was made to the capital city of Kyrgyzstan, Bishkek, to mark the city's 125th anniversary. Foreigners may also be eligible for the award, but more research is necessary to confirm.
Initial appointments to the Order are made to the III Class, with recipients advancing to higher classes upon subsequent awards. However, the president reserves the authority to grant the I Class as the first time award.
The I Class Star is composed of gold.
