The Cultural Achievement (Farhang) Award was established during the Pahlavi era to recognize excellent educational service. The Award was issued as a Decoration in 3 Classes and as a Medal in 2 Classes. Educators, principles, vice principles, and other staff of educational institutions were eligible for the award of the Decoration while teachers, lower administrative staff, and honour students were eligible for the award of the Medal.

The I Class Gold Decoration was awarded to recipients of the II or III Class Decorations in recognition of an additional 8 continuous years of meritorious, faithful, and efficient service.

The I Class Decoration features a gold ribbon disk attachment which depicts the Iranian Lion and Sun motif.

A Persian script which translates to "Culture" is inscribed on the obverse.

Recipients of the I Class Decoration were entitled to attend official cultural events and celebrations, to preferential selection of members of the Higher Council of Arts and Culture, and the award of a stipend.
