The Badge was established in 1941 by the Hitler Youth High Command, to reward service rendered to the Hitler Youth by foreign nationals.
The Award could only be conferred upon non-German citizens.
The Badge was primarily issued to the low and mid-ranking individuals of foreign youth organizations. Higher ranking individuals were usually awarded the Golden Hitler Youth Honour Badge with Oak Leaves.
