No marks or identifying features on the back I presume? I would think it's a merit badge of some sort, but I'm not entirely sure.
The centre is the arms of the Austrian province of Styria. Google medals of Styria, or medals of the Austrian provinces. There is a fair number of these provincial medals and most are quite attractive, but often resins and plastics used instead of enamel.
