This Medal was conferred upon Norwegian military personnel who were rendering service in England on August 3, 1942, also known as the day of King Haakon's 70th birthday.

Throughout wartime, recipients were only conferred the ribbon of the medal, as the medal was not manufactured until the emancipation of Norway.

This medal was a symbolization of Norway's hope for freedom, and continuing resistance.
