    This medal was conferred upon high ranking and prominent members of the Bulgarian People’s Army in commemoration of the 40th anniversary of victory over the Germans.

    It was also awarded to high ranking foreign citizens.

    The medal was designed by Raycho Peev and it was discontinued in 1991.
