This medal was conferred upon Bulgarian citizens, organizations, and foreigners in recognition of contributions to the establishment and development of the Construction Corps.

It was awarded to Generals, Officers and Sergeants actively serving in the Construction Corps, and retired military personnel, for a minimum of 20 years of service.

The medal was also awarded to civilians members of the Armed Forces for a minimum of 15 years of service.

The design of the medal was created by Raycho Peev, and it was discontinued in 1991.
