This medal was conferred upon current and former employees of the Ministry of Internal Affairs, state security, police, and fire brigades in recognition of a minimum of 10 years of service.

The medal could also be conferred upon foreign citizens, but it could only be awarded once to each recipient.

It was designed by Raycho Peev, and discontinued in 1991.
