The medal was founded by the Presidium of the National Assembly, and it was conferred to members of the Ministry of Internal Affairs in recognition of long and faithful service in its institutions.

There are multiple variations of this medal that feature slight design alterations within the reverse symbol for the Ministry of Internal Affairs. These changes are associated with modifications to the coat of arms of the People’s Republic of Bulgaria.

The II Class Medal was awarded in recognition of 15 years of service.
