This medal was instituted by the Presidium of the National Assembly, and it was conferred for long service upon Officers within the Committee on National Security.

It was discontinued in 1969 when the Committee on National Security was merged with the Ministry of Internal Affairs.

The II Class was awarded in recognition of 15 years of service.
