History

This Order was conferred upon members of the Ministry of Internal Affairs and personnel within the Armed Forces of Albania. It was awarded in recognition of substantial aid and services that strengthened or increased Albania's national defence.

The Order was also awarded for a minimum of ten years of long and distinguished service, for leadership and valour in wartime, and even for espionage that defended Albanian peace.

On January 18, 1965 the Order was amended to include three star grades and a medal.
