This Order was established by Emperor Kwangmu. It was conferred upon individuals who had previously received the Grand Cordon of the Taeguk Order of Merit.

This Order is almost identical in design to the Order of the Golden Ruler. The only difference is that the taeguk is oriented horizontally.

Sunjong was born on March 25, 1874 as the second son of Emperor Gojong and Empress Myeongseong of Korea. At the age of two, Sunjong was pronounced the Crown Prince of Joseon. In 1882, Sunjong married Sunmyeonghyo of the Yeoheung Min clan, but she died in 1904 from complications with depression. He would later remarry to Yun Jeong-sun of the Haepyeong Yun clan on January 24, 1907. Sunjong became crown prince of Korea on October 13,1897 and would reign as such until July 19, 1907 when he became Emperor of Korea. Immediately after Sunjong was proclaimed emperor, he was forced to sign the Japan–Korea Treaty of 1907. The treaty allowed for the Japanese government to intervene and supervise the Korean administration and allowed for the appointment of Japanese ministers in Korean government. In 1909, the Japanese government removed Korea's judicial power. The Japan–Korea Annexation Treaty on August 29, 1910 ended Sunjong’s reign as emperor and him and his wife were not permitted to leave Changdeokgung Palace in Seoul. His removal as emperor ended 519 years of the Joseon dynasty and the Korean Empire. He was demoted from emperor to king and he died on April 24, 1926.
