The Public Health Service Citation Medal was not officially introduced until July 1, 1989; as the Public Health Service Citation was presented as ribbon only award. The award recognizes specific and noteworthy commendable performances of duty and achievements over a relatively short period of time, but which are of a service below the degree to merit the recognition of an award of the Public Health Service Achievement Medal. Eligible services include the successful accomplishment of program objectives and other high-quality achievements.
A gold star may be worn on the ribbon to denote additional awards of the Medal. A silver star may be worn in lieu of 5 gold stars.
