The Department of Transportation Guardian Medal was established by the Secretary of Transportation, Norman Y. Mineta, and was authorized by the United States Department of Transportation on February 28, 2003. The Medal was created in the wake of the September 11th attacks against the United States in 2001 to reward senior government officials for displays of visionary leadership and direction which resulted in the protection and security of the United States and its citizens. Qualifying service must have had a profound impact in the recipient's field, on the Federal government, or on the public since September 11, 2001. Furthermore, the recipient must also have demonstrated an exceptional performance of duty while in a position of great responsibility which exceeds the normal expectations of duties and materially benefits the United States.
The Medal features an obverse Latin inscription which translates to "Prepared in War or in Peace."
