The Bicentennial United Commendation was established by the Department of Health and Human Services in commemoration of the 200th anniversary of the Act that instituted the Marine Hospital Fund, which is the predecessor of the Public Health Service, signed by President John Adams in 1798. The Commendation was initially a ribbon only award, but in 2002, a Medal was authorized for presentation with the Commendation. The Medal was presented to any Public Health Service commissioned officer who served in active duty between January 1, 1998, and December 31, 1998. The period of eligibility was later extended to recognize service provided until July 16, 1999.
