The Order to Civil Merit Liberator Simón Bolivar (Orden al Mérito Civil del Libertador Simón Bolivar) was established by the government of Bolivia on July 24, 1986. This Order is the second highest official decoration in Bolivia after the National Order of the Andean Condor.
The Order is awarded to Bolivian and foreign citizens, and institutions, in recognition of meritorious service and personal efforts to contribute to the culture, solidarity and international understanding in benefit of Bolivia.
The Order consists of three grades; Grand Cross, Commander and Officer.
The Order has no motto.
The Grand Cross has been conferred upon Jaime Marcha Romero, Ecuadorian writer; Daisaku Ikeda, the president of Soka Gakkai Internacional; Emilio Uquillas, representative director of CAF (Andean Corporation for the Development) in Bolivia, among others.
