This Order was conferred upon Tunisian and foreign princes. In exceptional, rare occasions this award was conferred upon foreign dignitaries (usually high level French officials).

This Order was instituted by Ahmed Pasha-Bey in 1837. In 1855, it was modified. It was reorganized on January 16, 1860 and in February 1861 by Mohammed al-Sadiq.
