It was awarded to Ethiopian citizens, especially teachers, in recognition of meritorious service to education and important contributions to the arts and science.
The obverse features an Amharic inscription that can be translated to "Education is the laurel of the wise man." The reverse also features an Amharic inscription that can be translated to "Emperor Haile Selassie I, Scholarship Medal, Go and Teach."
